Rain on the bay side: what a Port Talbot roof has to shed

Rain reaches a rooflight from the top, and then the glass has to hand it on. On a flat roof that hand-off is the whole story, because the water has nowhere else to be. A roof lantern solves it with pitched glass: the rain runs down the panes onto the roof around it, so what matters is the upstand the lantern stands on. Brett Martin, which makes roof lanterns, sets a minimum height for the upstand underneath and recommends that it is built level. Tilt it up to 5° and the lantern still fits, but the company says it will probably sit lopsided.

A flat rooflight on a kerb works differently, since manufacturers typically want a fall on it so the water runs off. The VELUX flat roof dome is made for roofs between 0° and 15°, a range you can hold your own roof up against.

Under the glass, the day's cooking, showers and drying wash all add moisture to the air. That moisture condenses on whatever is coldest, and a window pane is usually the coldest thing in a room. Glazing that meets Approved Document L (Wales) keeps the inner surface warmer, and a room that can vent lets the damp air go.

Then there is the matter of reach. A rooflight over a stairwell or a double-height extension is hard to wipe, so a coating that loosens dirt for the rain to wash away earns its keep there.

Types of roof in general, whatever the street. Once someone has seen your own roof, the answers get specific.

An industrial port on the bay

Port Talbot is a town of heavy industry inside the Neath Port Talbot county borough. The 2021 census counted 31,550 people here, within a borough total of 141,931. The steelworks is the largest in the United Kingdom and one of the largest in the world, and an early account mentions the use of the river mouth as a port.

The land behind the town is older than any of that. The area's pennant sandstone formed in Carboniferous swamps 300 million years ago; it is brown, with red staining where iron from pyrite in coal has weathered to rust. Iron Age hill forts stood on Mynydd Dinas, Mynydd Margam, Mynydd Emroch and other hills nearby. Margam Country Park holds the remains of a Chain Home Low early warning radar station from the Second World War, and the Margam deer herd dates from Norman times, though deer in the area were mentioned during the Roman occupation. At Baglan, the church of St Catharine houses the Cross of Brancuf, an early Christian sculptured stone.

The modern borough is newer. After West Glamorgan County Council ended in 1996, Port Talbot's borough council merged with Neath and part of the Lliw Valley districts to form Neath Port Talbot County Borough, the council that now handles planning here.

Because the council covers the whole borough, the rules a Port Talbot address meets are the ones that apply across Neath Port Talbot, in Pontardawe and Neath too. The roof in front of you is what differs from street to street.

From Swansea the town is 9.16 miles by road, to the east, inside our 30-mile radius. Our patch also takes in Baglan and Cwmafan.

A house and a flat start from different places

The first thing to settle about a rooflight is whether the home is a house or a flat. Houses can carry householder permitted development rights, and flats and maisonettes have none, so these rules apply to houses only. The Welsh Government's page on flats and maisonettes covers that side.

For a house, the conditions that let a rooflight go in without an application are set out in our rooflight planning guide for Welsh homes. Land is treated more strictly in a conservation area, in the Gower AONB, in Bannau Brycheiniog National Park and in a World Heritage Site, where a rooflight in the roof slope needs planning permission. Port Talbot sits beyond the Gower AONB boundary. Whether anything else on that list applies to your street is a question for the exact address.

Rights can also disappear. An Article 4 direction takes them away across a named area, and the planning permission first granted for a house may carry a condition that takes them away for that house alone. If the home is listed, a rooflight that would alter its special character needs listed building consent, applied for through the local authority under the Historic Environment (Wales) Act 2023. Cadw sets out what consent covers, and it includes work to fixtures and fittings inside as well as outside.

Building Regulations run alongside all this. The regulations class glazing like this as a controlled fitting, so putting it in counts as building work. A new opening will generally need approval, and our notification goes to local authority building control or to a registered building control approver. The Planning Portal for Wales describes the choice between the two kinds of building control body, and the choice is yours.

When an address sits near the margin of a rule, you can put the question to the planners, and a Lawful Development Certificate then records their answer formally. The certificate takes time to arrive but it stays on file for a later sale.

A house

  • householder rights can apply, on the conditions in the planning guide
  • an Article 4 direction removes them across an area
  • a condition on the first planning permission removes them for one house

A flat or maisonette

  • no householder rights at all
  • the householder rules do not apply
  • the building's own paperwork is worth checking early

Glass for the room: kitchens, halls and loft bedrooms

Rooms at the rear come first. A kitchen in a flat-roofed extension can take a flat roof rooflight or one of the glass lanterns, and they behave differently in rain, as the section on rain above explains. A rooflight on a house in Wales should reach 2.2 W/m²K. In the Welsh Approved Document L, a rooflight is the kind that stands on a kerb or upstand, and the figure is written for that kind. A lantern forming part of a new extension is one we check with the council first.

In the middle of the house, an inner hall or landing without a window is a job for a sun tunnel: daylight enters through a roof dome, runs down a mirrored tube and spreads from a ceiling panel. On a wet morning it gives the stairs a soft, even brightness, and a hall that was dark at midday gets some of the sky back.

Under the roof slope, a loft bedroom takes a roof window. In Wales a new or replacement roof window should meet 1.4 W/m²K or Window Energy Rating Band B. VELUX lists glazing options that include an easy-to-clean coating and safety lamination, whose laminated inner pane keeps accidental breakage out of the room. Which options come with a given window varies by model, so we check what suits yours. Roof windows sets out how the sashes open, and VELUX windows covers the brand.

A bathroom roof window needs a second thought, because the room makes the steam and the glass above it catches the blame. The extractor and the glazing work as a pair. Approved Document L also expects installed windows, roof windows and rooflights to be well fitted and reasonably draught-proof, which is a matter of workmanship as much as of product.

Port Talbot homes that already have an old unit can have it swapped. Misted glass is one reason; misted rooflights has the detail.

Each job begins with a free survey. You then receive a fixed written quote, and once the work is finished the 10-year workmanship guarantee is put in writing. To start, call 01792 929062 or use the survey form.

Port Talbot, in questions

Where does a planning application for a Port Talbot roof go?

Neath Port Talbot Council receives it. The same council runs one of the two kinds of building control body in Wales, and the other kind is a registered building control approver. A planning decision and a building control decision are made separately, and one rooflight may need both. Council websites carry the application forms, and we can talk through which ones your roof needs when we survey it.

My Port Talbot flat has a hall with no daylight. What are the options?

A flat or maisonette lacks the householder rights that houses can use, so the householder rules do not apply to it. A sun tunnel is the product made for a dark hall, since it needs only a dome on the roof and a panel in the ceiling. We survey and advise on the fitting once the permission side is clear. The planning guide covers houses.

Do you cover Port Talbot from Swansea?

We do. The town lies 9.16 road miles out of Swansea, to the east, and our work extends to 30 road miles from the city.

Who sorts out the Building Regulations paperwork for a Port Talbot job?

We do, where the work is notifiable, through local authority building control or a registered building control approver. A private building control firm answers to the Building Safety Regulator, which keeps its register. The Welsh Ministers regulate the local authority teams. You choose which of the two kinds of body handles your job, and we work with your choice.

Can a roof window have a laminated inner pane?

VELUX offers safety lamination as a glazing option, with a laminated inner pane that keeps accidental breakage out of the room. Which windows carry it varies by model and glazing variant, so it is one to raise at the survey.

What separates a rooflight from a roof window?

Welsh Approved Document L calls a rooflight a glazed unit standing on a kerb or upstand, out of plane with the roof, while a roof window lies flush with the slope around it. Their limits differ, at 2.2 W/m²K for the first and 1.4 W/m²K for the second. A lantern is its own case, and we confirm it with the council.
