Skylights and rooflights in Baglan

A wet week on a Baglan roof

The hill that surrounds Baglan is Mynydd-y-Gaer, and whatever the sky sends over it ends up on the roofs below. A rooflight in that position is judged by one thing: where the water goes next. The answer has to be somewhere other than the room, and each type of roof gets there by its own route.

For a pitched slope, the flashing supplies the answer. A roof window sits in plane with the tiles or slates, and its flashing kit tucks under the courses above and over the courses below, so rain running down the slope is steered round the frame. When wind pushes water sideways or upwards, that overlap is what keeps the frame dry.

On a flat extension roof the answer is the fall. Manufacturers typically want a flat rooflight to sit on a roof that drains, and the installation guide from Rainclear sets a floor of 5° for the slope of the kerb. A puddle that lingers on the glass for a day is a sign the roof underneath is not draining as it should.

Inside, the answer is air. Cooking, showers and drying clothes load a room with water vapour, and it condenses on the coldest surface it finds. Glazing that meets Approved Document L (Wales) helps to keep the inner pane warmer, and an extractor or a vent that actually runs does the rest.

Glass nobody can reach slowly turns grey. Self-cleaning glass is available as an option. Pilkington names roof-lights as one use for Pilkington Activ, a coating that works with daylight to loosen dirt so that the next shower washes it away. Where the unit can be reached from a ladder or from inside, ordinary cleaning stays simple, and where it cannot, the coating is worth a conversation.

A village beside Port Talbot, with a hillfort on the hill

Baglan is a village that adjoins Port Talbot, and it takes its name from Saint Baglan. Baglan lies 7.19 road miles east of Swansea, comfortably within our 30-mile radius. The village has its own railway station, Baglan, on the South Wales Main Line, and trains from it run to Cardiff and Swansea.

The village has a long record on the ground. An Iron Age hillfort called Craig Ty-Isaf sits on the surrounding hill, Mynydd-y-Gaer, and several medieval house platforms survive on the hills behind the village. The Roman road, the Via Julia, very possibly passed through Baglan. One claim about a Roman milestone at the junction of Old Road and Albion Road Approach turns out to be wrong, because the milestone in question comes from Pyle.

The 19th century left a church. Catharine's Church was designed by the Welsh architect John Prichard, an exponent of the neo-Gothic style, and was dedicated in 1882. Baglan's own church is now a shell after a fire in 1954. The census count was 6,654 for 2001 and 6,819 for 2011, which is a lot of households with a roof to look after.

Roofs of different ages pose different questions. An older pitched roof can have narrow slopes, which limit where a window can go. A roof from the second half of the last century may have a wider back slope, with space for two roof windows set next to each other. A kitchen or garage extension with a flat roof asks for a rooflight sitting on its kerb, or a taller lantern for a roomier space. These are patterns for the type of house in general, and your own roof may differ.

The direction a slope faces changes the light in the room underneath. A back slope that looks away from the sun gives an even, steady light, and a slope that faces it brings in brighter patches that move across the floor. Where the rooflight goes in the slope, and how many go in, is worth settling before anyone measures for glass. A roof window can sit in the middle of a slope or low down, where it gives a view out as well as light, and a sun tunnel can go wherever the roof space above the room allows.

Hillside and valley-floor roofs meet the weather differently, because wind finds the exposed ones first. For a rooflight that means taking the exposure of the roof into account along with its pitch, and it is one more reason to look at a roof in person.

Who decides, and what they look at

Any planning question about a Baglan address lands with Neath Port Talbot Council. Baglan has no part in the Gower AONB.

Whether a house can take a new rooflight without a planning application depends on the shape of the unit and where it goes on the roof. Those conditions are set out in the planning permission guide for Wales, so read it before you fix a position.

Not every home begins on the same footing. Flats and maisonettes fall outside the householder rules altogether. Houses can lose their rights as well, through an Article 4 direction made by the council or through a condition on the original permission. A listed house adds listed building consent, under the Historic Environment (Wales) Act 2023, for any rooflight that would alter its special character. The Welsh Government’s householder guidance on roof alterations is the source for all of this.

Where a house is a near miss on the rules, put the question to the council’s planning team before work starts. A Lawful Development Certificate then puts the council’s answer on paper before any roof is opened, and the paper stays with the house.

Separate from planning, the Building Regulations have their own process. For a brand-new rooflight, approval will generally be needed, because forming the opening usually involves altering the roof’s structure, and the roof must then be able to take the weight of the unit. The choice of body is yours: the council’s building control service or a registered building control approver. We handle the notification where the work is notifiable.

Which room, which roof, which rooflight

A landing deep inside a house, under the loft and with no outside wall, is the room that benefits most from a sun tunnel. Daylight enters through a small roof dome, a reflective tube carries it down, and a diffuser spreads it across the ceiling. In steady drizzle the landing gets a soft grey light, and the little dome gives the rain almost nothing to cling to. See our sun tunnels.

A bathroom in the roof tests a window harder. Steam rises straight onto the glass, so the inner pane has to stay warm enough, and the extractor has to run long enough to clear the room. In Wales a new or replacement roof window should have a U-value no worse than 1.4 W/m²K, or reach Window Energy Rating Band B, under Approved Document L (Wales). A roof window in a bathroom is a good place to ask about the glazing options.

A kitchen extension with a flat roof is a different problem. The glass sits close to level, so the kerb and the fall under it matter more than the glass itself. A flat roof rooflight is built for that roof, and a roof lantern sheds the rain down its pitched glass onto the upstand. A rooflight in Wales should reach 2.2 W/m²K.

Bedrooms under the roof raise the question of rain on the glass. Manufacturers such as VELUX offer a rain noise reduction glazing option on some windows, and an electric roof window with a rain sensor shuts itself when the first drops land. That second feature suits a room you leave aired during the day. Electric opening rooflights explains how the sensor works.

A rooflight that has fogged between its panes needs a new sealed glass unit. That replacement work is part of what we do, and misted rooflights explains it.

Baglan, briefly

Which council do I speak to about a rooflight in Baglan?

Neath Port Talbot Council handles planning for Baglan. For the Building Regulations side you can use the council’s building control service or a registered building control approver, and the two are separate from the planning decision.

Can a roof window be swapped for a newer one in an older Baglan loft?

With the sash swung open, the metal type sign along its top edge carries the size code, so you can read off the width and height before you order. VELUX windows made after 1968 have one. A replacement should reach 1.4 W/m²K or Window Energy Rating Band B.

How far is Baglan from you?

Baglan is 7.19 road miles east of Swansea. That is inside the 30 road miles around the city that we cover, which takes in Neath Port Talbot, Carmarthenshire and Bridgend.

Will rain on a roof window keep me awake?

Glass carries rain noise more sharply than tile or slate does. A rain noise reduction pane is on VELUX’s list for some glazing, so ask for it when a roof window is going into a bedroom, and mention which way the room is used.

What sort of rooflight suits a flat-roofed extension in Baglan?

The usual choices are a flat rooflight standing on a kerb, or a roof lantern rising from an upstand. The flat-glass maker Rainclear gives 5° as the lowest slope for a kerb, so that water drains. The survey shows how your roof is built and which of the two it can take.
