Shallow roofs and the water that waits on them
Rain behaves differently on a gentle roof than on a steep one. On a steep slope it leaves quickly. On a shallow one it lingers, and the lower the pitch, the more the detail around the glass matters. That is why manufacturers publish pitch ranges. For a dome VELUX quotes 0° to 15°, and for its low-pitch roof window 10° to 20°. Measure the angle of your own roof against ranges like those before anyone picks a unit.
A flat roof over an extension asks for something else: a fall, so the water runs away from the glass instead of settling along the kerb. Rainclear, in its guide for flat glass rooflights, advises sloping the kerb by a minimum of 5° to keep pooling down. A puddle that stays after the rain has stopped is a message about the fall.
Moisture inside is a different story and follows the room. A kitchen with the pans on and a bathroom after a shower send water vapour upwards, and the roof glass can be the coldest surface it meets. Glazing that is better insulated narrows the difference, and an extractor does the clearing. An extractor that keeps going for a while after the shower gives the damp air time to leave the room. Air that stays behind meets the cold glass and turns back into water.
Finally, noise and cleaning. VELUX offers rain noise reduction as an option on some glazing, and its easy-to-clean coating helps where glass sits out of reach.
| Roof | Glass | Measure first |
|---|---|---|
| Shallow slope | a low-pitch window or a dome | the angle of the roof |
| Steeper slope | standard roof window | how the flashing laps in |
| Flat roof | rooflight or lantern | the fall across the kerb |
| Town-centre house of some age | conservation rooflight | the council's view on the address |

A ford, a Roman fort and a canal town
Neath, in Welsh Castell-nedd, is a town with a long record. It stands at a ford of the River Neath, and its position shows in the Celtic hill forts around it. The name has been read as meaning shining or brilliant, and also as simply river, from an older Indo-European root. The River Neath is a navigable estuary, and Neath was a river port until recent times.
The Romans were here too. Much of the site of their fort is on the grounds of Dwr-y-Felin Comprehensive School. Archaeological digs have found gate-towers extending beyond the fort's walls, a feature unique in Roman Britain, together with a large marching camp that could hold thousands of troops. Those finds point to the unusual measures the Romans took while the native Silures resisted.
Coal was mined across the surrounding valleys, and canals and railways turned Neath into a major transport centre. The Evans and Bevan families were big names in local coal mining and owned the Vale of Neath Brewery. The Mackworth family, who held the Gnoll Estate, played a prominent part in the town's industrial growth. Trains on the South Wales Main Line stop at Neath, and National Express coaches call at the station. In more recent planning, the area around the Milland Road Industrial Estate and the Neath Canal was marked for redevelopment.
At the 2011 census the town had 50,658 people and the community of the parish 19,258. Neath lies 9.29 miles up the road from Swansea, to the north-east, which is well within the area we cover. Tonna and Briton Ferry get the same service.
A town with that much history holds roofs of many ages and shapes. Terraces, extensions and later additions each ask different things of a rooflight, and what we say about house types here is general: your own roof may differ from any pattern, and the survey is where we find out.

Neath Town Centre conservation area and the council's route
Neath Port Talbot Council decides planning applications in Neath. A conservation area called Neath Town Centre appears on the Welsh Government's boundary data and covers the point we use for the middle of the town. Wales is firm about this: a rooflight put into a roof slope inside a conservation area needs planning permission. The data shows boundaries only and does not follow individual properties, so the exact address decides. You can look up the boundaries on DataMapWales and then confirm with the council.
Gower's AONB does not reach Neath, so that designation has no bearing here. Land in a National Park or a World Heritage Site gets the same treatment as a conservation area in Wales, and a house on that land needs a planning application for a rooflight in the slope.
Beyond those categories, a house can sometimes add a rooflight with no application, on the conditions that the Wales planning guide sets out. Flats and maisonettes sit outside that system because they have no householder permitted development rights. Some houses lose theirs too: an Article 4 direction can do it, and so can a condition on the original planning permission.
For a listed house, a rooflight that would affect its character needs listed building consent. It covers fittings and details inside as well as out, it is applied for through the council, and skipping it can bring a criminal offence with it. Cadw's consent guidance explains.
The Building Regulations come after, on a different track. Putting in a new opening will generally need approval, and the notification goes through local authority building control or a registered building control approver where the work is notifiable. We handle that for you.
Anyone who wants certainty before work begins can put the question to the borough's planners, and a Lawful Development Certificate then puts their answer in formal terms. It takes a little while to come through, and it stays useful as a record if you sell the house later.

Replacing, upgrading and fitting new in the town's roofs
Some Neath roofs already carry a unit that needs a decision. A VELUX roof window has its size code stamped on a metal plate, and you see it by opening the sash. The code gives the width and height, and VELUX lists examples such as MK04 at 78 × 98 cm, MK06 at 78 × 118 cm and UK04 at 134 × 98 cm. Reading it off the old window means the replacement can be matched to the opening before anyone measures the roof. Our guide to a like-for-like VELUX swap goes through the steps.
The new unit has a target to meet. Under Approved Document L (Wales), a new or replacement roof window should reach 1.4 W/m²K or Window Energy Rating Band B, and a rooflight should reach 2.2 W/m²K. See energy-efficient rooflights for what those numbers mean in practice.
Glass is the part with the most choice in it. On its flat glass rooflights VELUX offers a choice of double or triple glazing, and ties both to better energy efficiency and sound reduction. The choice depends on the room, and we go through it at the survey.
A roof window can also help a room breathe. Every habitable room needs a way to air quickly, and an opening window can supply it: how far it opens sets the size it needs. A hinged or pivoting window that swings out 30° or wider counts at a smaller opening area than one limited to 15° to 30°, and below 15° it counts for nothing. A loft room with a roof window is one place that sum comes up.
Over a flat roof the choice lies between a flat rooflight, which sits low on its kerb, and a roof lantern, which stands up on an upstand with glass on all its slopes. A lantern stands high above the roof, so on an existing flat roof it normally means a planning application; for a lantern on a newly built extension, the council receives the question. Where a roof is nearly flat, the pitch ranges in the rain section above decide between a dome and a low-pitch window, and our roof windows page covers the slope itself.

Neath, asked and answered
Is the Neath Town Centre conservation area a bar to a new rooflight?
It adds a step rather than a bar. Inside a conservation area in Wales, a rooflight in the roof slope needs planning permission, so the work waits for the council's consent. The boundary data is not property-level, so ask about the exact address. Where the rule applies, planners weigh the effect on the house and on the street.
What does building control cover that planning does not?
Planning looks at what a change does to the house and the area. Building control looks at the construction: the opening, the roof's strength under the extra weight, the energy performance. A new rooflight will generally need that approval, from the council's team or a registered building control approver. The two decisions are separate, and one rooflight can need both.
Where can I see whether my Neath house is in a conservation area?
The Welsh Government publishes the boundaries as a map on DataMapWales. It shows lines only, so confirm with Neath Port Talbot Council before you rely on it. Send us the address when you book and we will put it on the survey list.
My roof is quite shallow. Is a roof window still an option?
For gentle slopes VELUX offers a low-pitch roof window made for 10° to 20° and a flat roof dome made for 0° to 15°. Measuring the roof comes first, and the survey does that before any product is chosen. A pitch that falls between the two ranges has both options open.
How far is the run from Swansea to Neath?
It is 9.29 miles by road, north-east of Swansea. Neath is among the towns we serve within a 30-mile road radius of the city, in a patch that also takes in Carmarthenshire and Bridgend. A survey visit is arranged through the form or by phone.
What should a replacement roof window in a Neath home reach?
In Wales, 1.4 W/m²K or Window Energy Rating Band B. A rooflight on a kerb or upstand should reach 2.2 W/m²K. The Welsh Approved Document L describes those limits as what a new or replacement unit should meet in an existing home.
