Upper Swansea Valley rain, and the glass that has to stand it

Ystalyfera is a former industrial village and community in the upper Swansea Valley, on the River Tawe. Rain reaches its roofs as it reaches the rest of the valley, and the questions a rooflight raises are down-to-earth ones: does the water leave the glass, does the room stay free of drips, and does anything get through the roof covering around the frame?

Water that stays on a flat rooflight is the one to watch, because standing water is the slow kind of trouble and shows only after weeks of weather. The roof around a kerb has to fall away from it, and the Rainclear installation guide gives 5° as the least kerb slope for keeping pooling down. A flat roof laid level has to be dealt with before the rooflight goes in.

A pitched slope has its own weak point, which is the join between the window and the covering around it. The flashing kit slides under the tiles or slates above and sits over those below, which gives wind-driven rain a stepped path to follow in place of a straight line to the gap.

Under the glass the damp comes from living in the house. A utility room with a washing line, a kitchen with a pan on the boil and a bathroom after a shower all push water into the air, and the vapour looks for the coldest surface. An extractor that keeps running and a vent that stays open let it escape before it turns to droplets, and a wipe of the glass afterwards only treats the symptom.

A VELUX glass rooflight, flat or curved, can be had double glazed or triple glazed, and the maker cites better thermal performance and less sound passing through as the reasons. Sound reduction is a fair thing to ask about for a rooflight over a bedroom or study, and it belongs in the conversation before the product is picked.

Iron, tinplate and a village on the Tawe

Ystalyfera grew as a village with the arrival of coal mining and iron working, which, together with copper working, were among the industries of the Swansea Valley. In 1838 James Palmer Budd built a furnace there, and from it grew the iron and tinplate works that by 1863 was being called the largest tinplate manufactory in the world.

The numbers show the pace of it, because the works did not grow by degrees. Iron output climbed from 4,893 tons in 1843 to 29,828 tons in 1858, and by the mid-1850s there were 40 furnaces for puddling and balling at work, along with 16 tin mills and houses. The works carried on growing through the 1860s and reached peak production in 1872, with the sale of 182,000 boxes of tinplate. Steel then began to challenge iron on a larger scale, and new methods of production demanded more energy, technical skill and capital.

Seen from Swansea, the village stands about 13 miles to the north-east, and the road distance is 13.25 miles, which puts it well inside our 30-mile working area. Villages close by that we also cover are Ystradgynlais, Cwm-Twrch Uchaf, Cwmllynfell and Crynant.

On the houses themselves we can say only what holds for a valley village of that kind in general. Terraces and semis from the industrial years can have pitched roofs with a back slope that a roof window suits, and a kitchen or utility room added behind one may have a flat roof. A loft room is another possibility. Treat all of that as a pattern for the house types, and let a survey show what your own roof is like.

Who decides, and what the paperwork asks for

Planning for an Ystalyfera address sits with Neath Port Talbot Council. Ystalyfera lies outside the Gower AONB, which leaves the permitted development conditions for a house as the main test. A rooflight and a roof window are different things: Approved Document L defines a rooflight as a glazed unit installed out of plane with the roof on a kerb or upstand, and a roof window as one that sits in plane with the surrounding roof. They appear together in the planning guide for rooflights in Wales.

Flats and maisonettes are outside that system, because the householder allowances were written for houses and a flat is not a house in law. A house may still be excluded, because the council could have issued an Article 4 direction for its area or its first planning permission could have carried a condition. A listed house adds listed building consent to the list, with the Historic Environment (Wales) Act 2023 now governing it, and Cadw recommending what gets listed.

If a case sits on the line, ask the planning officers first, before you commit to a product or a date. A Lawful Development Certificate then gives a formal answer that you can show a buyer later.

In the language of the Building Regulations, glazing fitted in a roof counts as a controlled fitting, which is why fitting one is building work. A new opening will generally need approval, since cutting the opening changes the roof structure, which must then bear the unit's weight, and the notification is something we handle where the work is notifiable. The route runs through either local authority building control or a private registered building control approver, and a loft bedroom's roof window can also bring Approved Document B (Wales) into the survey, because it may have to serve as the way out in a fire. The Building Regulations guide for Wales covers the rest.

Flat roofs, terraces and glass you can stand on

A kitchen or utility room built onto the back of a terrace can have a flat roof and just one window on the garden side. Cooking steam, a tumble dryer and wet coats make it one of the damper rooms in the house, so ventilation matters here as much as light. A flat roof rooflight puts light in from overhead, which can reach the part of the room a wall window leaves dim. Approved Document L (Wales) says a new or replacement rooflight should reach 2.2 W/m²K, and the calculation covers the whole developed area of the unit, kerb included when it is supplied with it.

Some flat roofs get used. Where one is a place to stand, as on a terrace with a room below it, walk-on rooflights do two jobs at once. They are made to be stood on, so the terrace stays usable while daylight drops through the floor into the room beneath. A storm leaves the glass wet, and the people who cross it need a surface that is safe underfoot, which is what the guide to anti-slip walk-on glass covers.

Glass out of reach of a ladder presents another point. Glass above a stairwell or a tall kitchen can sit a long way up, and an electric opening rooflight saves a pole. VELUX builds a rain sensor into the solar and electric versions of its roof windows, and the window shuts itself the moment rain is detected.

On a pitched roof the story changes. Up on the pitched slope, a roof window on the back of the house lights a bedroom or landing, and a replacement for an old one can be matched to the size of the opening, which the like-for-like VELUX swap guide goes through. Under Approved Document L (Wales), a roof window should reach 1.4 W/m²K or Band B on the Window Energy Rating scale.

Whichever of these suits your house, and it may be more than one, the sequence starts with a free survey before any figure is named. After it come a fixed written quote and then, once the glass is in, a workmanship guarantee that lasts 10 years and is put in writing. Ring 01792 929062 or fill in the booking form to start.

What Ystalyfera homes want to know

Do valley villages like Ystalyfera have special rooflight rules?

The valley setting adds no rule of its own, and the same goes for the river or the former works. Ystalyfera is outside the Gower AONB, so the conditions that apply to a house are the ones in the planning guide, together with whatever Article 4 direction or planning condition might attach to a particular address.

Will a walk-on rooflight feel slippery in wet weather?

Glass can be finished for grip, and the finish is a choice to make when the rooflight is specified. It is far easier to settle before the glass is made than afterwards, so raise it at the survey, with the terrace and the way people use it in mind. Our answer on slippery walk-on rooflights in the wet explains the options.

Which rooflight suits a utility room extension?

A flat rooflight on a kerb is the straightforward answer, and a lantern gives the room more height. One that opens helps a room full of damp washing, because it lets the moist air out, and a fixed unit pairs well with an extractor. The roof's fall decides how well either sheds water, and so a roof that is nearly level needs its fall looked at.

Does a replacement rooflight have to hit 2.2 W/m²K?

Approved Document L (Wales) says a replacement rooflight in an existing home should reach 2.2 W/m²K. The guidance has a fallback for a window on a home of architectural or historic interest, but it gives none for rooflights.

Do you work in the neighbouring villages?

Yes. Ystradgynlais, Cwm-Twrch Uchaf, Cwmllynfell and Crynant all sit inside our working area, and each has its own page. If your address is in a village not named here, ask anyway, because the working area is set by road distance from Swansea.

What stops rain blowing in under a roof window?

The flashing, which laps under the covering above the window and over it below. A gust can push rain up the slope, so the overlap has to be sound on all sides. Electric windows with a rain sensor deal with the open-window case, and a window that stays shut through a squall leaves nothing for the wind to work on.
