Skylight and rooflight fitting in Tircoed
Tircoed was built around a green, and its roofs have been taking the weather there ever since the first houses went up.

A village built around a green, under one sky
Tircoed is a village of houses built from the late 1980s onwards, and houses of that era share a problem that has nothing to do with the postcode. Whatever glass went into them at the time is now old, and the weather has had a long time to work on the seals, the flashing and the finish.
That ageing shows up in three ways. A roof window can stop shedding water cleanly if the flashing has loosened where it laps under the tiles. A rooflight over a rear extension can start to hold a pool against its kerb. And a sealed unit can lose its seal and cloud from the inside. In each case the cure starts with an honest look at what is already on the roof.
Wind-driven rain is the test for any opening unit. VELUX makes roof windows in solar and electric forms that close themselves when the built-in sensor detects rain, which keeps a loft room fresh while nobody is home. Over a flat roof the test is slower, and makers of flat rooflights typically recommend a sloped kerb so the water drains away.
Inside, the weather arrives as steam and cold. A bathroom on the top floor sends warm, wet air to the roof window, and glass that meets Approved Document L (Wales) keeps its inner face warmer than an old unit. Extractors and vents do the rest of the work, because glass alone does not move damp air out of the room.
Two smaller things matter more on an older roof. Glass at roof height is cleaned less often than glass at eye level, so a dirt-repellent coating, one of VELUX's glazing options on some windows, is worth asking about. And a bedroom directly under the glass is where rain noise is noticed first, so the rain noise reduction option that VELUX offers on some glazing deserves a place in the conversation.

A forest village of 470 houses
Tircoed forest village is a suburb between the villages of Penllergaer and Pontlliw. Heading north-west, Swansea to Tircoed is a drive of 6.45 miles. Wikipedia describes it as built from the late 1980s onwards, and as currently consisting of 470 houses clustered around a village hall, pond and green, reached from the A48 along a road about half a mile long. The population in 2011 was around 884 people.
The village has its own community radio station, originally Radio Tircoed and rebranded in 2025 as Welsh Coast Radio.
Pond, green and hall give the village a centre, and the places around it are close. The surrounding places include Penllergaer, Pontlliw, Grovesend and Gorseinon, all with pages of their own, and we fit and replace rooflights across that stretch.
A village laid out around a green and built over a period of years has houses of different ages, so the glass in them will differ too. General to houses of that era, the roofs are often pitched, a loft may have been converted at some point, and a rear extension may have added a flat roof. Those are patterns, not facts about particular streets. A rooflight that was fitted when a house was new is by now decades old, and that age is the first thing worth checking.
Some Tircoed houses will need nothing more than a swap of what is already there. Others will want glass where there is none, over a loft room, a landing or a rear extension. The survey sorts one kind of job from the other, and the answer depends on the roof underneath.

The paperwork for a village house
Planning for a Tircoed address sits with City and County of Swansea Council. For a house on land with extra protection, which means a conservation area, the Gower AONB, Bannau Brycheiniog National Park or a World Heritage Site, a rooflight cut into the roof slope needs planning permission. Tircoed itself lies outside the Gower AONB. For a house elsewhere, the planning permission guide for skylights in Wales explains when no application is needed.
A newer estate has one extra thing to read. When a development was approved, the permission may have carried conditions, and a condition can remove permitted development rights for the houses it covers. A council can also remove them across an area with an Article 4 direction. Householder rights were never given to flats or maisonettes. If you are unsure, ask the planning team, and the formal record, if you want one, is a Lawful Development Certificate.
Listed buildings follow a different path altogether. A rooflight that would affect a listed building's character as a building of special architectural or historic interest needs listed building consent, under the Historic Environment (Wales) Act 2023, and the consent covers work inside and out. Cadw explains the consent, and it is applied for at the local planning authority.
Building Regulations are a separate set of rules and a separate decision. Approval is generally required for opening up a roof to a new rooflight. For notifiable work we handle the Building Regulations notification with local authority building control or a registered building control approver. A loft room that turns into a bedroom also brings in the means-of-escape rules, which our Building Regulations guide for skylights sets out.
Replacement work follows its own logic. Swapping a window for its twin counts as building work and repairing it does not, while a pane renewed in a frame you keep is outside the energy rules. A roof window that has to be replaced entirely should meet 1.4 W/m²K, or Window Energy Rating Band B, under Approved Document L (Wales), and a new or replacement rooflight should meet 2.2 W/m²K.
Fit counts alongside glass. The same document calls for installed windows, roof windows and rooflights that are fitted properly and keep draughts reasonably in check, so the sealing round the frame deserves as much attention as the pane.

Glass as old as the house
Replacing an old roof window can be simpler than people expect, because the opening in the roof already exists. A roof window of the right size can go back where the old one came out, and the flashing needs looking at too. The survey checks the size and the condition of the opening, and whether the roof timbers around it are sound.
Ventilation is the detail people miss in a swap. Approved Document F (Wales) wants a home to keep at least the ventilation it had before a window changes, which means a unit that came with trickle vents is replaced by one whose vents are no smaller. A house that relies on natural ventilation can meet the rule in other ways, so ask about it early. A swap in the same opening is also the moment to revisit the opener, the glazing and the position of the sash, because the hole in the roof is already cut.
An opener is worth thinking about for a loft room. A hand-operated window belongs on glass within easy reach. An electric one suits a sash up high, and VELUX's rain sensor closes solar and electric models when it rains. Whether an old manual window can be made electric depends on the window, so that is a question for the survey.
Behind the house, a flat-roofed addition takes a flat roof rooflight on its kerb, or a roof lantern over its upstand. Where a lantern is planned on an extension that has not yet been built, the council is asked what applies, and we confirm it with them. A hallway or landing with a loft overhead and no outer wall can take a sun tunnel, and our guide to rigid or flexible tubes explains how the route between dome and ceiling is chosen.
If an older unit has clouded between its panes, the seal has usually failed, and our misted rooflight replacement covers that.

What Tircoed householders ask
My house was built with its roof windows in the late 1980s. Are they due for replacement?
There is no fixed age at which a roof window must go, and a house from the late 1980s may well have glass that still performs. The signs to look for are cloudiness between the panes, water marks around the frame, and an opener that sticks. A survey can tell you whether the unit needs replacing or whether only the glass has failed, and those are different jobs with different paperwork.
Could the planning permission for an estate stop me fitting a rooflight?
It could, if the original permission carried a condition removing permitted development rights. That is worth checking for a house that came through a development approval. The council's planning team can confirm it under the rules for permitted development, and the council can put the answer on record with a Lawful Development Certificate. Read the decision notice for the house, or ask the council for a copy, before assuming anything.
Who decides planning applications for Tircoed addresses?
City and County of Swansea Council. For Building Regulations you can choose between its building control service and a registered building control approver. The planning side weighs the look of the roof and its setting, and the Building Regulations side checks the construction and the energy performance of what is fitted.
How do I find out the size of an old roof window before replacing it?
On a VELUX, look at the metal type sign on the top of the sash with the window open. That code records the window's width and height, and VELUX says every window it made after 1968 has one. Write it down before the survey, and the survey will confirm the measurement against the opening.
Does Tircoed fall within your working area?
