Woodland shade over Penllergaer roofs

Penllergaer Woods stand on the edge of the Parc Penllergaer housing development, and anyone who lives near trees knows what that means for a roof. Leaves land on it, the branches go on dripping long after a shower has passed, and the glass of a rooflight collects whatever falls.

On a flat roof the leaves matter most. They gather at the kerb and in the outlet, and a rooflight that drained well all summer can hold a pool in a leafy November. A fall on the kerb helps, because manufacturers typically recommend one so that water runs away, and the same slope helps leaves move on. Keeping the outlet clear stays a household job, and no glazing does it for you.

On a pitched slope the glass is easier to reach and just as easy to forget. Dirt left on a roof window dulls the light that comes through it. Self-cleaning glass is one answer: Pilkington names roof-lights and roof glazing as applications for Pilkington Activ, a coating that works on dirt with daylight, loosening it, so that rain can wash it away.

Leaf litter is only part of it. Needles, seeds and bird droppings all end up on glass under trees, so the cleaning question comes up sooner here than on an open roof. A rooflight is easier to keep clear when the survey places it where a hand or a pole can reach.

Shade changes the room below as well. Under a tree canopy a roof window gets less direct sun, and a cooler inner pane gathers condensation sooner. Glazing chosen to meet Approved Document L (Wales) helps keep the inner surface warmer, and a bathroom with an extractor that actually runs clears the steam before it reaches the glass.

Pairings are general to each house type. The survey settles what your own roof will take.

An estate, an emperor and a primary school

Wikipedia classes Penllergaer as a village and a community of the City and County of Swansea, 5.75 miles by road from the city, to the north-west. In 2011 the community and ward counted 2,868 people. St David's, the Church in Wales church, stands on Swansea Road, and Penllergaer Primary School was built in 1881 before moving to its present site in 1976.

The woods carry a story of their own. Penllergaer Woods once formed part of John Dillwyn Llewelyn's Penllergare estate and surrounded his mansion house. During the Second World War the estate was bought by the missionary Rees Howells, and the mansion was offered as a residence to the exiled Emperor Haile Selassie of Ethiopia. The Penllergare Trust, a small charity, supports the upkeep of the estate today.

Penllergaer sits comfortably inside our service radius around Swansea. Nearby places include Gorseinon, Grovesend, Pontlliw and Tircoed, and every one of them lies inside our working area.

Trees are the local fact that most changes a roofing decision. A house with branches over its roof sees more leaf fall, more drip and more shade than one standing in the open, and each of those bears on the choice between a fixed or an opening unit, a flat or a pitched surface, and a glass that cleans itself or one that does not. None of that can be judged from the street, which is a good reason for a free survey before any figure is mentioned.

Before choosing glass for a house near the trees, look at what stands over it. A canopy changes the case for a flat rooflight, which gathers leaves at the kerb, and favours a pitched surface, which tends to shed them more readily than a flat one. Whatever the age of the house, its roof shape decides the family of product. A pitch takes a roof window, a flat roof takes a kerbed rooflight or a lantern, and a room with no roof space above it takes a sun tunnel.

FIRST QUESTION:
protected land?
BUILDING CONTROL:
your choice of body

Who decides, and what to ask first

A planning application for a house in Penllergaer goes to City and County of Swansea Council. The first question for any address is whether the house stands on protected land. In Wales, a new rooflight in the roof slope of a house in a conservation area, the Gower AONB, Bannau Brycheiniog National Park or a World Heritage Site needs planning permission. Penllergaer itself is outside the Gower AONB, and our Wales planning guide for skylights sets out the rest.

On other land, a house can sometimes take a rooflight as permitted development, within the limits the guide describes. Flats and maisonettes are left out of those rights entirely, an Article 4 direction can withdraw them from houses, and so can a condition written into the house's first planning permission. A house on a planned estate came through a planning permission, and that paperwork is worth reading for conditions. A listed house needs listed building consent for a rooflight that would change its special character, under the Historic Environment (Wales) Act 2023, and Cadw sets out how consent works.

Where a case is doubtful, put the address to the planning team before any work begins. The council certifies a settled answer through a Lawful Development Certificate.

Building control runs on a separate track. Opening a roof for a new rooflight will generally need approval, and where the work is notifiable we handle the Building Regulations notification with local authority building control or a registered building control approver. A like-for-like window swap is building work as well, although repairing a window is not, and a pane changed inside a frame you keep falls outside the energy rules. A loft that becomes a bedroom brings means-of-escape rules into play, since a roof window may need to double as the way out, and our Building Regulations guide for skylights covers them.

Rooms with the least daylight

The dimmest rooms in a house are seldom the ones with the best windows. A loft room under a pitch is the plainest case for a roof window. In Wales a new or replacement roof window should have a U-value no worse than 1.4 W/m²K, or a Window Energy Rating of Band B, under Approved Document L (Wales). The same document asks that installed windows and rooflights be fitted with care and be reasonably free of draughts, a good reason to look closely at the flashing and the seal.

Swapping an old window brings ventilation into it as well. Approved Document F (Wales) asks that a replacement leaves the home's ventilation no worse than before, so a window that had trickle vents is replaced by one with vents of equal size or larger.

Drips from branches are heard as well as seen. Some VELUX glazing carries a rain noise reduction option, an option to raise for a bedroom under trees, and the wider choice of double or triple glazing on flat and curved glass rooflights is there for sound as well as energy efficiency.

A landing between two bedrooms, with a loft above it and nothing on the wall, wants a different answer. A sun tunnel puts a dome on the roof and a diffuser in the ceiling, with a lined tube between them. Under trees the dome gathers leaves and drips, so a quick clearing now and then keeps it bright.

Behind the house, a flat-roofed extension takes a flat roof rooflight. Approved Document L (Wales) points a rooflight, a glazed unit raised on a kerb or an upstand, at 2.2 W/m²K. A roof lantern belongs to the same family of jobs, and we confirm with the council how one is treated on a new extension.

Each of these is fitted and replaced by us, and the first step is the same. A free survey comes first, a fixed written quote follows, and once the glass is in you hold our 10-year workmanship guarantee on paper. Call 01792 929062 to arrange it, or book a survey online.

Roof window under a pitch

  • easy to reach from inside
  • sheds leaves down the slope
  • can be an opening or a fixed unit

Rooflight on a flat roof

  • sits on a kerb
  • needs a fall so water leaves it
  • leaves gather at the kerb

Questions from Penllergaer

Does the Gower AONB reach as far as Penllergaer?

The Welsh Government's boundary data places Penllergaer outside it. The AONB matters because a new rooflight in the roof slope of a house inside it needs planning permission, so the boundary decides which route an address takes. For a house close to a boundary line, ask the council about the exact address. Gower was the first AONB in Wales and England, dating from 1956, and every address inside its boundary follows the protected-land route.

What do trees do to a flat rooflight near the woods?

They put leaves on the glass and into the outlet. Leaves in the outlet slow the water leaving the roof, and a rooflight with a fall on its kerb gives it the best chance of draining. Self-cleaning glass helps with dirt on the surface, though the outlet still needs checking by hand. A rooflight placed where it can be reached makes both jobs simpler, which is one more reason the position on the roof is chosen with the trees in view.

Which council handles planning for a rooflight in Penllergaer?

City and County of Swansea Council. For the Building Regulations side you can use its building control service or a registered building control approver, and the two routes are separate from the planning decision. A planning decision weighs how the roof will look, and building control checks the build.

Can an old roof window be replaced without touching the frame?

Sometimes only the glass needs to change, and a new pane inside a frame you keep falls outside the energy rules. When the whole window comes out, the new one should reach 1.4 W/m²K, or Window Energy Rating Band B, under Approved Document L (Wales). The survey shows which of the two the roof needs.
