Wet weather, steamed-up glass and a window that breathes

The first sign that a rooflight is doing its job is a clear pane after a night of rain. Outside, the water leaves by the flashing, the fall or the upstand, depending on the roof. The inside of the glass is the part people forget.

An en-suite or bathroom with a roof window is where steam finds the glass first. The glazing should keep its inner face warm, which is what the energy limits in Approved Document L (Wales) are for: a new or replacement roof window should have a U-value no worse than 1.4 W/m²K, or a Window Energy Rating of Band B.

On a pitched slope the window’s flashing kit has to interlock with the roof covering on every side, and that interlock is what turns wind-blown rain away from the frame.

The room also has to breathe. Swapping a window must not leave the home with less ventilation than it had. If the old frame had trickle vents, whatever replaces it should provide vents of the same size or bigger, set so the occupant can adjust them or so they work on their own, unless whole-house mechanical ventilation covers the job. Leave the vents open, run the extractor for longer than the shower lasts, and the glass stays clearer.

Rain taps harder on glass than on slate. A rain noise reduction pane appears in VELUX’s glazing list, and for a bedroom it is the option to ask about.

Last comes the outside of the pane. Pilkington names roof glazing as one application for Pilkington Activ, a self-cleaning glass: its coating uses daylight to loosen grime, and rain rinses the loosened dirt off. Where a rooflight cannot be reached, that is worth asking about.

Southgate and the Gower AONB

Southgate is in the City and County of Swansea, 8.53 miles from the city by road, towards the south-west. That is comfortably within the 30 miles we cover. Our records place it inside the Gower AONB, so a rooflight in Southgate is a planning question before it is anything else.

The Welsh Government’s 2015 review of designated landscapes records Gower as the earliest AONB designation in either country, made in 1956. By our records, Southgate is one of the places inside that boundary. Land inside the AONB is treated differently from land outside it, and a house in Southgate sits on the protected side of that line.

In practice the point is simple. If you own a house inside the Gower AONB, a new rooflight in the roof slope needs planning permission in Wales, and you cannot rely on the permitted development route that homes elsewhere may be able to use. Apply first, and order the glass afterwards.

The same rule does not make rooflights impossible. It makes the order of events matter, and it makes the survey more useful: before you apply, you want to know which unit, which size and which part of the roof you are applying for. A roof window in a back slope, a sun tunnel for a landing, a lantern on a rear extension and a flat rooflight over a kitchen all raise different questions, and all of them are easier to answer with the roof in front of you.

Planning aside, the practical job is to work out what each room needs. A landing that is dark all day wants daylight from the roof. A loft bedroom wants air as well as light, and a kitchen at the back of the house wants a big, even spread of brightness over the worktops. Keep a note of which rooms feel gloomy, and of what is above them: a loft, a pitched slope, a flat roof. Those notes are the start of every rooflight job, and they carry weight when you are describing the proposal to the council.

Close neighbours that we also cover include Bishopston, Three Crosses, Mumbles and Reynoldston.

Apply first: planning permission for a Southgate rooflight

A rooflight in the roof slope of a house inside the Gower AONB needs a planning application in Wales. The householder route that lets owners elsewhere fit one without applying does not cover land like this, which is why the Gower address changes everything. The wider rules are set out in the planning permission guide, and Swansea Council has its own page on the Gower AONB.

The application goes to the City and County of Swansea Council, which is Southgate’s planning authority. Its planning team can tell you what an application for your house should contain, so a call before you apply is time well spent.

Other routes narrow things further. A flat or maisonette has never carried householder rights. A house may have lost its own rights to an Article 4 direction, or to a clause in its first planning permission, and where that has happened the position is the same: apply. A listed house needs listed building consent from the council for work that would affect its special character, which now falls under the Historic Environment (Wales) Act 2023, and Cadw sets out the process on its consent page.

When you speak to the planning team, describe the unit in the plain terms it needs: the type, the size, the slope of the roof it will sit in, and the room below. A drawing or photograph of the roof helps the conversation, and the product pages on this site show the types so that you can name the one you want.

A planning decision is not the end of the paperwork. Building Regulations have a track of their own, and Welsh Government guidance on roof lights says a new one will in general need approval. You choose the building control body: the council’s building control service or a registered building control approver. We handle the notification for any job where one is due.

How a lantern in a brand-new extension is treated is a point to settle with the council, and we ask them instead of assuming.

Four questions, four places to ask.

Choosing the unit once the permission is secured

A roof window is the unit for a pitched slope, and it lies in the plane of the roof, so it changes the look of the slope less than a unit standing proud. Top-hung and centre-pivot versions are compared on our roof windows page. If the window will be out of reach, an electric opening model fitted with VELUX’s rain sensor shuts when the first rain falls.

For a landing without an outside wall, a sun tunnel brings daylight in through a small roof dome and a mirrored tube. On a damp morning the stairs get an even grey light, and nothing about the unit needs opening or closing.

At the back of a house, an extension can take a low-profile flat roof rooflight, or, with room to spare, a roof lantern. Both sit above the roof on a kerb or upstand, so the surface around them has to drain. Rainclear advises at least 5° of slope on the kerb, and a rooflight in Wales should reach 2.2 W/m²K.

A bathroom adds a safety point. Glazing safety in Wales is dealt with in Approved Document N, and VELUX offer a laminated inner pane that keeps glass from falling into the room in an accidental break. Which windows can have it depends on the model.

A loft bedroom brings fire safety into the picture. Turning the loft of a two-storey home into a living space generally means protecting the stairway, and a roof window can serve as the escape route when it meets the size and height conditions in Approved Document B (Wales).

An existing unit that shows moisture between its two panes has a failed seal, and replacing the sealed unit is part of our work: misted rooflights explains it. For an older house, a conservation rooflight is made with older roofs in mind.

A unit that is already in the roof is a different job from a new opening. Swapping one roof window for a matching one counts as building work, but a repair does not, and new glass in a frame you are keeping sits outside the energy rules. Which of those you have is worth saying when you first get in touch.

Southgate, answered

Is permission needed before fitting a rooflight in Southgate?

For a house inside the Gower AONB, yes: in Wales an application goes to the council before a rooflight is put into the roof slope. The permitted development route in our planning guide is closed to land of that kind.

Why does the AONB matter for a roof window?

Because Welsh planning rules treat land inside an AONB differently from other land. Gower was the earliest AONB designated in either country, and rooflights in a roof slope there go through an application.

Can the trickle vents stay when a window is replaced?

They should. Where the old window carried trickle vents, its replacement needs vents of equal or greater size, and the occupant should be able to adjust them, or they should work by themselves.

Which council deals with a Southgate application?

The City and County of Swansea Council. Its Gower AONB page is the place to read the council’s own guidance.

Is Southgate inside your 30-mile radius?

Well inside it. By road, Southgate is 8.53 miles south-west of Swansea.

Should I book the survey before applying for permission?

It helps. The survey, which is free, settles the unit, size and slope that go on the application. A fixed written quote follows, and when the work is finished the 10-year workmanship guarantee is handed over in writing. Request a survey when you are ready.
