Skylight and rooflight fitting in Blaengarw

Blaengarw, at the head of the Garw valley: slopes that shed the weather downhill, and glass that copes with what is left.

A valley-head roof in a downpour

Blaengarw is the uppermost village in the Cwm Garw, and its name means the rugged front or head of the valley. A roof up here takes weather from the hillside behind it and from the street in front. A gust can drive rain up a slope instead of letting it run down, which is the first test for a roof window. Its flashing kit has to tuck under the slates or tiles above and sit over those below, so the wind finds nothing to lift.

Flat roofs fail more quietly. On a rear extension or a garage, water that cannot get away sits against the frame of a rooflight and works at every weak joint. Brett Martin, which makes roof lanterns, gives a minimum height for the builder's upstand under one and recommends building it level. A lantern sheds rain down its own glazing bars, and a good upstand then delivers that water to the roof around it.

Indoors the weather arrives as steam. A bathroom roof window clouds after a shower, with the water beading on the coldest pane. Glazing that meets Approved Document L (Wales) keeps the inner face warmer, and an extractor left running after you leave the room does the rest.

Rain on a loft ceiling is loud for a plain reason: the glass is thin beside a wall, and it sits right above the pillow. VELUX lists reduced rain noise among its glazing choices, so a bedroom unit can be ordered with sleep in mind.

Last comes the view. A rooflight that nobody can reach turns grey with grime over time. Put it where a cleaner can get at it, or ask about a self-cleaning coating, and the sky stays in view between storms.

A coal village at the head of the Garw

Coal built Blaengarw. Through the 19th and 20th centuries it was a mining village for the Garw Valley section of the South Wales coalfield, and the poet Daniel James, who wrote as Gwyrosydd, composed the hymn Calon Lân while working as a miner at the Blaengarw pit. The ward counted 1,895 people at the 2001 census and 1,789 ten years later.

The Workmen's Hall dates from 1893 and is still used as a community and entertainment centre. The village also saw public disorder during the miners' strike of 1984 and 1985, a reminder of how much of its life ran through the pit.

From Swansea the village is 28.46 road miles to the east, which puts it near the outer edge of the 30 road miles we cover. Close neighbours where we also fit rooflights include Pontycymer and Nant-y-moel.

What follows about houses is general to the type, wherever it stands. Terraced homes of that age are often narrow, with a rear slope that has space for one roof window and not much more. A single unit over the back bedroom or the bathroom lets in daylight and leaves the street-facing slope untouched.

Semis and detached houses from later decades tend to have broader roofs. On those the choice is often between two roof windows set alongside each other and a sun tunnel for a landing that has no wall to put a window in. The shape of your own roof makes the call, and a survey is where that gets settled.

The village name helps with orientation. Blaengarw means the head of the valley, and the River Garw runs down from here through the villages below, so a house at this end sits as far up the valley as a house can. For a roof in that position, the flashing and a sash that closes securely deserve as much thought as the size of the glass.

Who to ask, and what needs approval

Planning questions about a Blaengarw house go to Bridgend County Borough Council. On an ordinary house, whether a rooflight counts as permitted development depends on conditions that our planning guide for Wales lays out. They turn on the roof and the plot, so read them against your own address, and ask the council if the two do not obviously match. That same council keeps a building control service of its own for Blaengarw addresses.

The Gower AONB does not reach Blaengarw, so it plays no part in a job here.

Plenty of homes begin from a different footing. Anyone in a flat or maisonette should start with the council, because those homes carry no householder permitted development at all. A council can withdraw permitted development from a whole street through an Article 4 direction, and a condition written into a house's first planning consent may have the same effect. When nobody is sure, the planning team can give a view. A Lawful Development Certificate is the council's formal ruling on a specific house, and it can be obtained before work begins and kept for a later sale.

A listed house is another matter. A rooflight that would touch its special character needs listed building consent, and that is requested from the planning authority, which consults Cadw. Starting without it risks prosecution.

Building Regulations are their own track. A new opening in a roof generally needs approval, since rafters usually have to be altered to make the hole, and the roof must then take the load. Where the work is notifiable, we handle the Building Regulations notification with local authority building control or a registered building control approver. Swapping an old unit for a new one still counts as building work, though simply repairing one does not.

Choosing who checks the work is up to you: the council's own building control team and a private registered approver are both open to you for the Building Regulations side, and either can deal with a Blaengarw address. The planning side stays with Bridgend whichever you pick.

A roof window in a loft room brings one further rule, about getting out in a fire. The roof windows page points to it, and the survey is the point at which we work out whether a particular room and window need to meet it.

Room by room under a valley roof

Begin with the attic bedroom, because that is where rain gets heard. A top-hung roof window opens outward from the bottom edge and clears your head, and you can lean out to wipe the glass. Manufacturers such as VELUX offer reduced rain noise on some glazing, which deserves a question when someone sleeps under the slope. Our VELUX windows page covers sizes, and what an old unit tells you about its replacement.

A bathroom window is steamed every day. In Wales a new or replacement roof window should reach 1.4 W/m²K, or Window Energy Rating Band B, under Approved Document L (Wales). The warmer inner pane means less condensation, and the extractor takes care of the remainder.

Where a landing or hall has a loft above and no outside wall, a sun tunnel brings daylight down a reflective tube from a dome set in the slope. A dark stairwell on a grey morning gets an even glow, and with so little standing above the slope, the dome sheds a shower at once.

On the flat roof of a kitchen extension, a kerb-mounted flat rooflight or a lantern puts the sky into the room. A rooflight in Wales should reach 2.2 W/m²K. If the lantern is meant for an extension that does not exist yet, we confirm the planning position with Bridgend.

Fog between the panes of an older unit usually points to a failed seal. Misted rooflights are on our list of replacement work, alongside new fittings.

There is also the question of how a window opens. A hand-wound or pole-operated sash suits a unit you can reach. An electric one, which VELUX can supply with a rain sensor that closes it when rain starts, suits a bedroom you leave aired while the house is empty.

Cleaning is easy to forget until the glass is grey. A centre-pivot sash turns so the outer pane faces you, and that is worth knowing before you choose a roof window for a steep rear slope where a ladder is a poor idea.

Asked in Blaengarw

Is Blaengarw within your working distance from Swansea?

It is, though only just. The village sits near the edge of the 30 road miles we cover, and Bridgend County Borough is one of the council areas we work in.

Which council would handle a new roof window in Blaengarw?

Bridgend County Borough Council handles planning for the village. It also runs one of the two kinds of building control body you can pick from, and the other is a registered building control approver. They look at different questions.

Will a roof window let water in when wind pushes rain up the slope?

A correctly fitted one should hold. The flashing kit is made to tuck beneath the covering above and lie over the covering below, so water is led away. Getting those overlaps tight at the edges is the whole point of the fitting, and it matters most on a slope that takes the weather from the hill behind.

My attic has an old VELUX. How do I order a matching new one?

Open the sash and look along the top edge for the metal type sign. Its size code gives the width and height, and every VELUX made after 1968 carries one. The replacement should reach the Welsh figure of 1.4 W/m²K or Band B.

What cuts condensation on a bathroom roof window fastest?

Getting damp air out of the room. A working extractor or vent does more than any glass, and better glazing helps the pane stay warmer. A coating like Pilkington Activ tackles dirt and does nothing about mist, so the two problems need two different answers. If the dampness is between the panes, the unit itself has failed.
